A multi-layered housing security system should be established in China, says a signed article in Oriental Morning Post. An excerpt follows:

An official of the Ministry of Construction revealed last week that a housing security system would be established soon. The subsidies will have three forms: low-rent housing for families at the minimum subsistence level; leasing low-priced housing for low-income earners; and capped-price commercial housing for households to be relocated.

This conception is more advanced and practical than past plans with detailed categories. But how many people will be covered by this security system? Does it fit the pace of China's fast urbanization? If these questions cannot be made clear, the continuity of policies will be hurt.

As pointed out by the official, the government will improve the housing security system in the next five years with preferential policies involving all middle and low-income earners who need to improve their living conditions. It is a basic sign of modern civil society to guarantee everyone's right to residence.

Several principles should be observed. First, every person's right to residence should be guaranteed. Second, most people's housing should be provided through the market. Third, the principle of non-discrimination should be insisted upon.

Thus China's housing security system should be multi-layered. The government shall provide housing to the most disadvantaged people, which account for less than 10 per cent of the total population. About 70 per cent of middle and low-income earners should get their housing through the market with the help of the government. Legislation is needed to guarantee affordable housing in the real estate market. The 20 per cent middle and high-income earners shall find their housing in the market.

Instead of direct intervention, the government should supplement the market to correct its malfunctions and enhance the security system.
