Therefore it is of strategic importance to start a new upsurge of studying and implementing the important thought of the "Three Represents".

The army should be in the forefront in the new upsurge of studying and implementing the important thought of the "Three Represents" and the study and implementation of the important thought of the "Three Represents" should be closely combined with the reality of the army to promote a leapfrog development of the army's modernization drive and accomplish the two historic tasks of being capable of winning and never degenerate.
