China's free trade zone fever spawns more regional hopefuls. Regional delegates to China's annual parliamentary session are pushing to have their jurisdictions included into the country's next batch of free trade zones.
中國的“自貿區熱”產生了更多的地方“候選人”。參加兩會的地方代表推動他們管轄的范圍入選下一批自由貿易區。

自由貿易區即free trade zone（ FTZ），自貿區熱可以用free trade zone fever/frenzy for FTZ表示。兩會期間，地方代表希望贏得中央政府批準，升級現有開發區（ upgrade existing development areas ），或白手起家建立新的自貿區（set up new FTZs from scratch）。

2013年9月，上海自貿區掛牌成立，范圍包括四個保稅區（bonded areas）。中國設立自貿區是為了讓市場力量在經濟中發揮決定性作用（allow market forces to play a decisive role in the economy）取消對資本流動的限制（remove restrictions over capital flows）。兩會上的申請自貿區熱潮與此二十年前申請建立開發區熱潮類似。有代表指出，自貿區實驗不是在制造政策洼地，不是看有多少稅收優惠政策（preferential policies），而是要設置制度創新改革的高地（highland for institutional innovations and reforms）。
