?19日，中國(guó)國(guó)務(wù)院總理李克強(qiáng)同巴西總統(tǒng)羅塞夫共同出席了中巴工商界峰會(huì)閉幕式并致辭。致辭中，李克強(qiáng)提出中拉合作“3X3”新模式，并表示中方將設(shè)立300億美元中拉產(chǎn)能合作基金。

為打造中拉合作升級(jí)版，李克強(qiáng)提出了中拉產(chǎn)能的“3X3”合作新模式。

“3X3”合作新模式，可以用a new mode of cooperation called "three times three"表示，是李克強(qiáng)提出的中拉產(chǎn)能（production capacity）和裝備制造（equipment manufacturing）的合作新模式，中方將設(shè)立300億美元中拉產(chǎn)能合作專(zhuān)項(xiàng)基金（special fund）。

“3X3”新模式，一是指共建物流、電力、信息三大通道（joint construction of three passages for logistics, electric power and information）；二是實(shí)行企業(yè)、社會(huì)、政府三者良性互動(dòng)（achieve sound interaction among the private sector, society and the government），通過(guò)合資（joint ventures）、公私合作（public-private partnership，PPP）、特許經(jīng)營(yíng)權(quán)（franchising）等方式進(jìn)行項(xiàng)目合作；三是拓展基金、信貸、保險(xiǎn)三條融資渠道（expand three financing channels, namely funding, credit loans and insurance）。

李總理認(rèn)為拉美不能只做初級(jí)產(chǎn)品的全球供應(yīng)商（an exporter of raw materials），中國(guó)也不能一直只當(dāng)廉價(jià)產(chǎn)品的世界工廠（a global supplier of cheap products），推動(dòng)工業(yè)化、再工業(yè)化，進(jìn)行國(guó)際產(chǎn)能合作，是世界發(fā)展的大趨勢(shì)。
