中共紀律部門22日宣布，將向中管高校派出反腐巡視組。本輪反腐巡視將對29所高校黨委進行詳查。

22日，十八屆中央第十二輪巡視(the 12th round of inspections)工作動員部署會在北京召開，這將是十九大召開前的最后一輪巡視，本輪巡視完畢后將實現十八屆任期內中央巡視的全覆蓋，因此意義非凡。經中央批準，第十二輪巡視將對北京大學、清華大學、北京師范大學等29所中管高校黨委(Party committees of 29 centrally-administrated universities)開展專項巡視。同時，對內蒙古、吉林、云南、陜西4個省區開展"回頭看"(re-examine the work of the Inner Mongolia autonomous region as well as Jilin, Yunnan and Shaanxi provinces)，對中共中央網絡安全和信息化領導小組辦公室(the Office of the Central Leading Group for Cyberspace Affairs)、國務院扶貧開發領導小組辦公室(the State Council Leading Group Office of Poverty Alleviation and Development)、中國鐵路總公司(China Railway Corporation)、中國船舶重工集團公司(China Shipbuilding Industry Corporation)4個單位試點開展"機動式"巡視(launch flexible inspections)。

根據會后發表的聲明，巡視工作的重點是規章制度的執行(rules implementation)、領導干部的選拔任用，以保障清朗的政治生態(ensure a clean political environment)；巡視機制還應引入更多機動靈活的措施(more flexible measures should also be introduced in the inspection mechanism)，對腐敗形成震懾力(deterrents to corruption)。中共中央巡視工作領導小組組長(head of an inspection leadership group of the CPC Central Committee)王岐山參加了會議，他呼吁要在巡視中更好地發現問題。會議要求巡視組成員不僅要聽黨內官員怎么說(urge inspectors to not only listen to what the Party officials say)，也要看他們怎么做(but also watch what they do)，強調應根據群眾對黨委工作的評價做出判斷(make judgments on the basis of people's comments on the work of Party committees)。

十八屆中央首輪巡視就開始探索"三個不固定"(the three non-fixed items)——組長(the team leader)不固定、巡視對象(the inspection subjects)不固定、巡視組和巡視對象的關系(the relationship between the inspectors and inspection subjects)不固定。截至目前，中央巡視組已完成11輪巡視，巡視了247個黨組織(Party organizations)，完成對省市區(provinces, municipalities and autonomous regions)和新疆生產建設兵團、中央和國家機關(central and State organs)、國有重要骨干企業(key State-owned enterprises)、中央金融單位(central finance organizations)的全覆蓋。
